Many know that adding pop prevents this. What some may not know is that adding culture does the same thing.
If a 1 pop city jumps from 9 culture tiles to 21 culture tiles, it will no longer be auto razed.

...except this isn't true. It hasn't been true since Civ 3. You can test it yourself (I just did, pretty extensively) - but you'll find that culture does nothing to prevent a city from auto-razing. I only know of two things that do prevent an auto-raze: Getting to size 2 (even if the pop subsequently drops back to 1) or the game set-up option "No City Razing." There may of course be some other unusual case that I'm not aware of, but popping borders won't do it.
