That's what restarts every time you open the city screen at the new turn. The action seems to reset the background music, which restarts. When the game is a bit advanced and you need to manage many cities, that melody penetrates your brain hopelessly. Not that it's very diverse normally but that cycle is painful...

Is there any hope to remove the link between the action and the music reset?

Well, completing a building plays a different music and the game can only play one at a time...so don't think there is a solution...not that I know much about how the game handles sound and music...
