The arguments relating to 'better than player', wouldn't 'strategic combat' already be related to better than player?

No, strategic combat is like playing a different game instead. It cannot even be compared.
"I can't beat this guy in chess...hey, let's try arm wrestling instead!" - that sort of thing.
