Nice turnset. I think the chance of this ending in any failure is over, so let´s see if we can always add discounted districts, should be a good exercise.

I want to go bully Teddy, raze some of his cities and demand his Great Works of Art. Anyone against it?
By the way, I wanted to make a pointer about Emepror K's turnset. You bought the settler from the size 10 Capital, which brought it back to size 9. I think, in that case, it would be way better to buy the settler from a smaller city, since it's way easier to grow cities at small sizes. Anyway, I got the save.
Not to mention, Teddy's looking like the long pole on the culture defense front so far - anything we can do to take him down a peg can only be good for us.
Well I placed the district at size 10 so I thought It was better to place and then buy and let the other cities grow, so they can get more districts down. Which city would you have preferred? Good point though now that I think about it. I did think that CAN DO was close to housing limit so it would grow back in decent time. Maybe after I placed the campus buying it out of little city would have been better.
