One detail I forgot about Spell Binding.

Eliminated and not contacted wizards are not excluded from the list of available spells. Not sure if we want to exclude them?

If we exclude eliminated wizards, that encourages diplomacy or 'destroy everything except one hamlet' play. The first is good, but the second is more likely, and not interesting in my opinion. So I would say INCLUDE eliminated wizards.

Excluding non contacted wizards encourages exploration and planar travel. This is just good in every way. Therefore I say EXCLUDE wizards that have not been contacted.

Yes if a wizard was never contacted, but another ai eliminates them, they would then be included.

Unfortunately, eliminated wizards are not contacted by definition, so that pairing is difficult to implement.
Considering the chance of having not contacted wizards is close to none by the time you have Spell Binding, and that you could use the old version to steal enchantments without contact, I think we should include both, then.

Casting Focus Magic on a unit with Lightning Breath: Properly increases the breath by 3; however, when in combat, when you mouse over the unit, in the top right corner unit display, it also lists the unit as having 4 ammo, despite having no ranged attack.

Yea, I know but can't do much with that, ammo is granted before the attack type itself. (I guess I could add a check for what attack type it'll get but it's really not worth the effort and space, especially space)

Are phantasmal magical ranged attacks intended to bypass magic immunity? More accurately, illusionary ranged attacks (phantasmal happens to give illusionary, which is why I said phantasmal, but strictly, that's wrong.)

Yes. Immunities grant 100 defende and Illusion ignores defense.
