Different. Touch attacks are once per attacking figure, gaze (and spells) are once per defending figure.

An on fail instant death for say stoning/death attacks or do they just lose 1 health?

Depends.

For poison it's 1 damage.
For Death, it's death for that figure.
For Stoning, it's irrecoverable death for that figure.
For Exorcise, same (but only against fantastic units).
For Life Steal, it's damage equal to the amount the roll was failed by.
For Destruction, it's irrecoverable death for the entire unit.

Fairy ring spell description seems a bit ambiguous to me:

"another wizards casts a spell ... a creature the wizard can summon appears at their summoning circle.."

To me means that my enemies get free summons from the list they could cast anyway. Maybe it should read:
"A creature is summoned at your circle, chosen at random from the summoning spells you know, whenever another wizard casts a spell...
or some such

That is what it does, yes.

All global enchantments tend to use the terminology "casting wizard" or "that wizard" most likely because the person reading it might not be the owner of the enchantment.

So if I cast Fairy Ring, every else gets free creatures but not me? That can't be...?
"Casting wizard is here ill-defined because you have two: the wizard casting the spell costing over 300, and the wizard who has cast the Fairy ring. It now reads, word for word, that the "another wizard" that casts the spell costing over 300 is the one that gets the creature.

"the wizard" here refers to the "another wizard", and "their" to "the wizard". Which is only ambiquous due to context, as that doesn't seem to make sense.

Well, that's why I use "Another wizard" and "the wizard" implying that "another wizard" is not "the" wizard. But I guess I need to spell out "the controller of Fairy Ring" instead to make it clearer. Will do it.

Can earthquake destroy a city? Freya has cast Seismic mastery.. wait, Gorgons don't trigger it! never mind, we're ok.

Anyway, my question is because she only knows where one of my cities is, so in theory, when she starts summoning Very Rares, she'll keep smashing that city over and over and over.

Cities cannot be destroyed, only outposts.

I didn't realize this, but Fairy Ring can summon combat only summons such as earth elementals.

Also about Fairy Ring: Why would an AI dispel Fairy Ring? Oh I wonder if the other AI disjunctioned it.. I should have had detect magic up. Damn. Yes other ai disjunctioned. Also disjunctioned survival instinct!!! So helpful!
