Mansa is the only other AI that has rifles. Gilgamesh is really struggling: he doesn't have GP i think. It also looks like there's maybe 10% of the map in Shaka's territory that has not been colonized.

Yeah, I think we've broken the AI back with unusually strong Jules and glass-jaw Mansa gone (oh - wait, Huayna "build the player stuff" Capac was also in the game wasn't he?). I've seen Gilgamesh be a real monster (I've got an an unfinished RtR familiarisation game where I've killed two out of six civs and and am still behind him), but here he's got land and nothing else. And we've seen what the land is like... Hitting Gilgamesh is safety play. He might still surprise us. Hitting Shaka with his roaming stack is pure amusement. Hitting Willem and putting him out of his misery is a kindness. All three at once? One quiet turnset to railroad and that is plausible.

Unless we start razing all the cities we take, domination will likely happen by default.
If Gilgamesh does not have Gunpowder yet, we should not have much trouble running him over with our cannon, rifles, and cavalry. And Willem also should not be difficult to deal with. Shaka has a lot of units but they seem to be mostly obsolete stuff. So it really seems we can finish this any way we want to.

We should try to finish it. I'd settle for domination. But I do think that declaring on the rest of the world is the morally right thing to do in this position (although I'd sneakily let to move our armies west first).

Got the save, playing tomorrow. So if we want to win by conquest instead of domination, we'll need to start razing conquered cities at some point. Sounds like it could be really tedious, though.
