Strategic resources = hey strategic relations.
thats how i normally see it. but none of it is set in stone. Although some players may act like it.

I fixed Civstats. The uploader application had crashed so I restarted it for PB38 and PB40.

Charriu: Sorry for my late reply, here are my thoughts about your questions.
1. Other Resource X for Resource X trades work too.
2. They are not binding at all. You could even accept one and then declare war on the very same turn. 
3, 4, and 5. Resource X for Resource X deals are so vague that you can’t really be sure what the other party will think of you offering or declining them.
