Also, he is making a calculated response to the fact that current level warfare isn't profitable. Once you have collateral/catapults, you can change that equation.
But yes, he is out to a great start. FINALLY: you didn't act out of a desire to save the game. You acted out of your rational interest against a competitor with a very aggressive play on your border. Unfortunately, you weren't able to respond as quickly as you had hoped to and that let to the war being mildly unprofitable. If you can present that option to your competitors, with a city capture and monstrous power, you will have success. Just keep looking for an opening.

Iron Claw popped borders and next turn the farm tile will be mine again. Good news. As predicted the 3rd border pop in Forza increased my share on the tile NW. Just a few more turns and it will be mine again. I need another farm in Forza. Found Shallow's main force on the east side of his empire. Unfortunately Superdeath city also got it's third border pop denying me that city spot that I wanted to settle near the lake. Well now I definitly need Shallow to capture Superdeath city to settle there. Very sad, I already had plans to build two forts (1NE and 2NE of the iron), so that I could start a naval/amphibious attack on Superdeath through the lake. The current situation north of Galura. Superdeath double moved me this turn. Unfortunately the settler did not have enough movement points to settle that city this turn. But next turn I will be able to settle. Should Superdeath have a settler nearby I could claim, then he got himself an advantage because of his double move. The reason why I bring this up is that I see a road connection going from the city ruin in the north. Question: Should I contact Superdeath about a potential settler race, even though I did not see any settlers from him? I counted 3 impis and 2 chariots from Superdeath in the area. I myself have 2 archers, 1 axeman and 1 spearman that could fortify the new city immediately. I'm also producing a few more spearman in my empire, so that almost every border city has at least one spearman. So far I didn't see any horse archers from anybody, but you never know.

While looking through the enemy cities I noticed that Superdeath has stables. That's terrible as it could mean he has horse archers by now. Good that I started some more spearman for my border cities. Liquid Flames borders popped, which is nice. With the mountain in more border I will have better vision on any potential attackers from OT4E. As expected the border tile near Iron Claw flipped back to me. Which brings me to my potentially biggest mistake in this game: I settled my 10th city Byblos, but after settling I noticed that there are more units from Superdeath up north. Together with the borders I already explored he has the following right at/in my border:
