CS came in, revolted to the big B. ... pretty easy turn but there is an axe south of Boring. The only way I can see to deal with it is to promote our garrison to axe. Can you see a better solution?

I see two options, both quite superior in my view. First, we could move the HA currently in St. Paul down (my preferred choice). Second, we could move the NC for our new city SW this turn. Next turn, the workers will road that tile, allowing the NC to get there in time (although with this option, it wouldn't be in time to prevent the axe from razing the mine tile, but that's not a huge deal). We would then either whip Boring for the axe it is currently producing, or move its warrior out and let the axe produce naturally in 2t time. I'd probably go with moving the HA, but I wouldn't be opposed to the other either.
By the way, I switched Boring from a plains fur to the marble. It will only take three turns to grow to that plains fur (well, unless we take plan B above), so that just seems superior to me. I think that worker should cottage at Boring next, by the way.

I definitely prefer the first option... although I assume you mean he'd be coming from LW? I hadn't even thought about it, but yay for good road networks and 2 move units. If we lose the mine, not a big deal as we have another mine to work in a pinch and can fix it soon.
BTW, do you prefer going paper or music next? Each has its own usefulness. If we go paper next, I'd be inclined to build a UoS plan at the new city. If we go music, I think our next city should put serious cultural pressure on the Ottomans thanks to a GA great work.

I think Music would delay Guilds too much. We have 2 pre-req bonuses on Paper, but not Music. Let's decide it once we come out of anarchy I guess.

Before we do anything, though, let's see if Cyneheard can confirm there are no barbs in that area. His borders should have visibility on anything that would be an immediate threat to our settler.

Weren't we moving the HA from LW anyway, not that NC?

I moved the HA and ended turn. Next turn is big for us: T100 means recap time, and we will have a new city to recap as well as a better capital thanks to this turns revolution.
