I'm currently west coast Canada and can play whenever. In a few months I'll be CST so a little closer to your time. I don't use gchat or hangouts or whatever it's called these days but I'm sure I'll manage.

I'm a state employee making state employee salary. I spend most of my day not leaning on a shovel like the eternal 8 DoT guys with shovels digging a hole, seven leaning and only one guy digging, so I don't feel bad spending half an hour or an hour playing a turn. If the IT staff don't lock down the network then what am I supposed to do, actually comply with the acceptable use policy?  

FWIW I don't spend all day trawling Facebook like many employees. I work when there's stuff to do and I Reddit and/or Civ when there's not. I'm a strong believer in the "I make a nickel, Boss makes a dime, That's why I poop on company time" philosophy. Do your work, don't do so much that you provide incentive for other people to give you more shit to do when there isn't going to be a reward in it. I save my effort for Civ (results aside).
