If the Retorts description in Readme simply states "spells cost", I can't tell if it's a cast cost or a research cost. Is it effective for both? For example, Spellweaver.

I swear I remember city borders being drawn on the overland map in some of my older caster of magic games. Was that ever a feature? Am I misremembering things? Or is that something that's still in the game but requires something specific to enable it? There were these little thin colored lines that drew the 2tile ranges around all the cities, but where they overlapped it made the shape contiguous... if you know what I mean?

No, never.
Implode's HD Multiplayer MoM remake has that feature maybe that's where you saw it.
Modern games do that a lot, too.
I see no reason for it in Caster of Magic though - this game has no concept of borders or territory ownership. Aside from the human player during a Wizard's Pact, players are allowed to enter each other's territory. Cities use the tiles but there are no military borders and enemy troops entering the tiles has no consequence. In fact cities of different players can overlap on the same tile which would not be possible with clear defined borders.

Is there a relationship penalty for spending 1 turn inside an enemy's 2 tile range from city? (I know they instantly warn me, but does that warning cause a relationship penalty if I move out the next turn, or after 2 turns?) Also, maybe I'm thinking of planar conquest, or some other similar but far far worse game (in regards to the little border outline).

Yes, there is. It's small though, a -5 with Wizard's Pact.
If you have no treaty then it's only -1 to -5 at random.

excess production is saved, what about excess research? is there a limit to how many turns I can generate excess research? situation, it's late game, I just got a book of common spells but I general up to 1000rp per turn, wondering if I should alternate common/veryrare/common/veryrare or if I can bang out common/common/veryrare and get the same research done in the same time?
