Fairly confident about WHIP and then 50-50 on CROSS. Struggling for a third, best choice I think is BLOCK but will wait and see what teammates think.

My biggest concern is that this clue is very specific, implying that Lewwyn wants us to think about this in a specific way (else why not keep things simple with Slave or even Slaver?). No idea what though... my guess is trying to avoid more indirect references to Slavery such as CROWN or HOOK but could be completely wrong about that.

I think I have a pretty good read on this clue. Two words are from the slaveholder definition, WHIP and BLOCK (as in being sold from the slave auction block), and one word is from the slobbers definition, DOG. In case this is being too clever, there’s the Game of Thrones reference to Slavers’ Bay where a key setting is the slave fighting PIT.

It's its own word, though it only came to my mind since I came across that definition when constructing one of my crossword puzzles. Not sure if it's common enough to be what our spymaster had in mind, though the singular verb Slavers matches the singular noun DOG.

The other word that comes to mind is HOOK, which is a part of a crook (the shepherd's staff, not a criminal), and also a symbol and tool of slavers. I'd still go with BLOCK first.
