I think he doesn't realize that Mr. Cairo's about to win/thinks that SD and webandit are sufficient, and is hoping to preserve his army to pick up the spoils after Cairo is defeated. The perils of cartels/coalitions.

EDIT: I mean that he's been consistently overestimating Cairo's time to victory.

Double-checked the geography. He probably thinks he's too far away from the nearest culture city (Y'allqaeda) to make a difference. Doesn't explain why he doesn't keep marching to slow Cairo's culture rate by burning cities, or forcing him to defend against a tank breakout, though.

This is one hell of an impressive showing from Mr. Cairo...which makes it all the more hilarious that what matters most is him managing the 3-in-4 shot at the artist from his incredibly polluted pool.

Thoughts on what Mr. Cairo is saying in regards to collateral? I think the way it is calculated is totally balanced because of flanking and the huge amount of damage cav can do to siege units. I forget if tanks cause flanking damage though.
