Yes, play can continue. I was not able to reproduce and fix the bug. But at least the game state is in order again.

To get you all up to speed. As some have already guessed the bug is related to the free tech from the Oracle. For some reason that I'm still looking into the player building the Oracle got a free tech popup while they were logged in during the turn roll and another popup when they logged back in. This bug was addressed in Ramks PBmod additions and that fix is still active. I will investigate this. Still the bug could still happen again when somebody discovers Liberalism, so be aware of that.
