Does finding an 11th book in a lair have any effect?

Book 09 : 10/10/10/7, 5/0/2/0, +8% research, -5% casting cost
Book 10 : 10/10/10/10, 5/0/2/0, +16% research, -10% casting cost
Book 11: 10 / 10 / 10 / 10 ............... +24% ?  ,           -15% ?
Book 12:                                          +32%                -20%  ?

Flight from chaos channels doesn't increase the minimum movement to 3, is this intended?

Also I gave focus magic to some gorgans and it says I have 4 ammo, but I can't target any enemies.

Yes, only Flight from the Flight spell has the effect of 3 movement.
Gaze attacks occupy the ranged attack slot on the unit so Gorgons cannot gain a ranged attack. The ammo is a visual problem, there probably wasn't room to special-case gaze attacks to not gain any.

If you already have flight enchantment on a unit, will it choose another effect from Chaos Channels?

So focus magic does nothing at all for Gorgans..shame as that was my strategy.  Is it a technical limitation or a design decision? Is that the same for Chaos Spawn? 

I am trying to remember the difference between gaze and touch attacks. Gaze is for each figure and touch is just a one-off effect?

Technical limitations.
Gaze is a ranged attack that has melee range, like thrown.
A unit can only have one ranged attack type so if it has gaze, it cannot use proper ranged attacks.

It's probably worth mentioning gaze attacks have an invisible "0 strength" attack power, so when the gaze attack is being done, in addition to the normal effect, it'll also perform a normal melee attack that is of the Nature realm and has 0 swords as strength. In theory Focus Magic should raise that zero to 3 but that makes very little difference.
In case of Chaos Spawn though, the Doom part of the gaze uses the attack strength variable as far as I remember so Focus Magic should raise the Doom Damage by 3.

Gaze is once for all enemy figures, Touch is once for all own figures.
