Yes PBSpys log is sometimes strange, for example AT managed to finish his turn without logging in and out this turn. Just wanted to make sure that everything is ok.

With the next PBSpy update, the MissedPlayer-message will not include players which are currently in the game.
If players had finished their turns without login are two reasons possible:
a) PBSpy updating was disturbed.
b) An admin clicked on 'finish turn' for the player on PBSpy.
In AT's case I had no idea which one is correct. Maybe Zulan stopped PBSpy for some time. We currently change some underlying programs.
Edit: Yes, an unwanted new https redirect disturbed Civ4... This ancient Python 2.4 does not like encryption

Is it a bug or a feature that I can't promote an unit when they're at (3/2) XP?

I had that too, but got the promotion one turn later. I did not touch XP or the promotion code with my changes in CtH.

My guess is it's because you got the XP from barbarians and they move at the beginning of the turn, which would explain the situation.

I have to say the turn pace is just through the roof. Less then one hour after the new turn (T23) rolls and 7 of 8 have played. And the turn before that also only took about 3 hours. Awesome.
