Let's assume no overlap in clues for the moment. I think there could definitely be some overlap between HOLLYWOOD for both clues for instance, but we should keep that a headshot word

I think we should start with HOLLYWOOD before moving onto creep words. I think thats the most likely headshot word. I also like SPOT, EYE and CONTRACT as other possibles we should determine which way we are leaning and in what order we plan on choosing those other +1s so BOB can plan accoordingly

For Creep:
BUG - CreepyCrawlies
TEACHER - as a teacher I see some creepy people and have some stories of creeps who are were teachers

WALL - creeping over a wall
CELL - creeps get put in jail hopefully

PANTS - keep it in your pants creep

Looking at Creep by itself I like BUG, TEACHER and HOLLYWOOD with the next best word either CELL or PANTS.

For Headshot I like EYE, MOUTH and HOLLYWOOD. Not sure what word to lean on next. With LUCK grey Bob probably didn't intend the FPS definition, but if that was the case Bob could probably give Portrait instead. Probably still prefer CONTRACT next, although definitely the lowest priority word on this list.

I am happy pointing to any 4 of BUG, TEACHER, EYE, MOUTH, HOLLYWOOD.

Creep can be a slow and stealthy method of locomotion, or a disreputable and appalling person.
BUG would probably match the first sense (and the second, since a voyeur is one type of creep).
I guess a creep might end up in a CELL.
I know Creep is a Radiohead song, but it's too recent to be tied to NEEDLE (on a turntable).
WHIPping your member out of your PANTS is a creepy thing to do.

Post spoilers: yeah, TEACHER makes sense (another, older, song: Don't Stand So Close to Me by the Police).
My preference would be BUG, HOLLYWOOD, TEACHER, CELL.
