I also reloaded already, because it sounds like a clear case for me.
EDIT to be clear. The clear case is the connection loss and conquered city rather then liberated or razed

Civ4 casts entangle. On a failed save you are at war and play really long turns. Success you are still entangled, but get to play shorter turns.
