Is it possible to mod an ongoing game by editing the ini files?

For example editing a spell save modifier.

Some modifications apply to current games, others don't. In my experience, anything modifying base units specifically doesn't apply to current games.

You can't modify units which already exists in game via .ini files, but if you do make changes to a unit's attributes in the units.ini files, and create a new unit based on those changes in game, the changes do apply. However, coding can change existing attributes of units current in the game, but that is subject to what is available for change as dictated by the unit variables put forth in Master.CAS. This can be done either via spells, end combat/overland turn triggers, as these apply when the specific events call for it.
