Including things like having people apply for asylum outside the country, and then only let them in if it's approved. "Raising the bar to qualify for asylum, more expedited removal of some migrants from the interior, and a trigger that effectively closes down asylum seeking if border encounters climb too high" (and I'll be blunt - that last one is a problem for me, asylum is a human right that you don't get to discard when it's inconvenient). If your problem is really "people aren't following the rules", then this idea makes sense. If your problem is "I don't want more migrants (many of whom are coming from countries the US has helped destabilize)", then might I point you to the Statue of Liberty for a counter-argument? And of course the GOP doesn't want to solve the problem, because politics is the only thing that matters. Trump is seeing this three moves ahead...once in charge he'll put a few poison pills in it, then blame Democrats when it fails to pass. Thus it will remain an ongoing source of motivation for his based to get out and vote. The last thing he needs is this to go away.

I imagine Trump and the others see his election as the only real solution to the problem, as an administration that engages in mafioso behavior of shuttling migrants around is unlikely to negotiate in good faith. If the federal government simply steps aside and lets Texas put up razor wire, there isn't a problem - no one has to put up with housing migrants they don't want. That the federal government insists the border stay open, but insists that only certain states must bear the burden, makes them look like a bunch of nasty criminals. If it was as simple a problem to solve as putting up a barrier, then surely Trump's wall would have fixed everything.
