Sid Meier OP?

Hey,

I been playing single player civ4 with CtH mod (thank you so much Charriu) and I can win most of my games except when Sid Meier and Justinian are both in the game then they both out-tech me pretty hard and I can't figure out if there is something in the code. For example, last game, I just got MT and both were already on physics and lost communism pretty badly. Not sure what gives. Maybe I am a bad player. Help?

I am playing on Monarch difficulty at the moment.

Actually, I take this question back. I was looking thru one of my saves and Sid Meier actually wasnt that dominant compared to Justinian and in one game where I lost badly, Sid wasn't even in there.
