Domestically, I'm researching towards organised religion, having gotten confucianism. I guess that would fly in the face of any early war plan.

Do I need to time the GA late enough that I can adopt Bureaucracy or Vassalage towards its end?

You don't have to. I would try and put some kind of tech goal by the end of the GA. Usually bureau or vassalage is good to aim for, but our specific circumstances make that not ideal.

Nothing wrong with vassalage. Free unit support and experience aren't bad, it just doesn't seem that useful given the empire we have. The extra experience would be good when planning an attack, but I imagine we will manage another golden age before that, so it may make more sense to aim for some other tech besides Civil Service / Feudalism with the first golden age.

We have 9 cities, while the others have 9, 10, 14 and 14

We are maybe slightly ahead on tech? But not on other metrics.
I just whipped and embarked 2 settlers, headed to marginal spots, but I guess I should fire off first GA soon even though pop count is not as high as it could be.

Being behind on cities is not great. I think the map is part of that. It seems like we are nearer to a tundra corner and other people had more equatorial land.

With the golden age, I think we should aim to get either Vassalage and Macemen or both, and signal to Yuri that we want to invade Scooter. Yuris is running an aggressive civ combo and would probably want to see Scooter taken down a peg. Otherwise expansive carthage with a city lead runs away with the game.
