Basically, when you are starving a city the game doesn't remove the people working tiles when you have one of your people set as a citizen(1 hammer specialist). The city will look like it is starving from the main view but it wont actually lose its people in the city view.
Example: Grow a city to size 5, then starve it down with this method to 1 population by having your people work hills, work specialist slots or just set them to citizens. Remember to leave one person as a citizen. Now you'll have 5 people working a size 1 city. The city will grow almost instantly since you have so much population working to fill a size 1 food box. Rinse and repeat until you have a huge city.
You get huge cities and the happiness is based on the population size on the main view. Now you can expand like a deity AI!
