So, I have been playing Xerath a bit. My Build Thoughts....
Start Boots+pots, then double rings into Deathcap, (Upgrade your boots to spellpen boots when you get the NLR)
Followed by Void Staff then Zhonya's Hourglass.
That's the base build if you can get blue donated (you should) if you can't, Start Blue crystal+pots, Go back when you have Catalyst and Boots, Then finish ROA then CD boots.
Follow with Deathcap and Voidstaff.
After building those items, You can get Banshees/Abyssal/Rylais/WOTA/Zhonya's in any order, get the ones your team needs more.
(Dying? Get Banshees and Abyssal, Running a poke team? Get WOTA, Need Better Chase? Get Rylais)
Skill order is...
Get Q at level 1,3,5,7,9. Take W at level 2,8,10,12,14. Take E at level 4,13,15,17,18 Take Ult at level 6,11,16.
Masteries are the normal (9/0/21) For Casters, Getting AP per lv, CDR and Magic pen, With you Getting all the good stuff in Utility with the 21.
Runes are Magic pen Reds, Health per level Yellows, Ap per lv blues, Flat Ap Quints.

Can't agree with RoA for Xerath, RoA is more of a tanky mage item not one for someone whos going to ideally sit at max range and fire off their spells. If you can't rely on blue or your lane is particularly tough, then catalyst is good but saving for a later banshee's seems better.

Note... That's the Backup build for when you have a jungle sticks or something.... And ROA helps the Mana problems you get with no blue, And the health helps if you get caught out with locus up. Besides, Xerath's Passive rewards being More tanky then normal, And range is not a thing that keeps you alive if you jumped by Noct or something.

Magus - what are you thoughts on Deathcap->Void Staff->Zonya's and being able to stay alive. I get what Speaker is saying about early RoA, but is there a middle ground that might make sense? I know your main build gets a bit of survivability with those two Doren's Rings, but I still find going boots then three pure damage items to be pretty dangerous.

As said, This is my first guide, but if your Lane is going bad vs the enemy mid, Getting an early Chain vest or Negatron or Giants belt should Work, as they cost less than a Catalyst. If dieing in team fights, Your team isn't protecting well enough or your out of position.

I'd go for Dorans into Deathcap into Morello. Bam, cooldowns and AP, just what you need, yay.

CDR boots -> deathfire grasp -> deathcap -> voidstaff
Xerath's best defence is just to nuke people and have the CDR to get a second E-Q combo off quickly. The deathfire and R recycle at about the same time too

Why are you in range of using DFG? Also, Most of Xerath's damage comes from 67% magic pen (Spell pen mastery, Locus and Void Staff) and with Magic pen Runes and Sorc shoes, Your hitting true Damage on Carries with 80 MR (Just Banshees mainly) CDR is taken care of By Blue Buff... You are mid and getting it right?
If your getting jumped on and need to burst people to live, Your heavily out of position or Your team doesn't have a tanky guy/not enough CC in front of you.

Also, About not enough hp to survive the lane... That's what Hp per level Yellows are for. You don't need Mana regen per level Yellows.(Early game before blue, You should only be using Q to last hit and harass at the same time, Locus is free, and Mage chains isn't a good harass skill.)
Thinking about it.. ROA is pretty bad... Just getting Cata for Banshees later is better.

This is the build I would recommend for Xerath (it's the same as Seyruun said):
Start Boots + 3 Pots
Buy 2x Doran's to help with laning phase
Sorc Boots
Deathcap
Morello's Evil Tome
In my opinion, that's the core build. After that, finish with whatever you want/need. That's a lot of gold in any event, so you probably won't build much more than that.
