I really do dislike how the AIs know where the best spots to settle are, even if they're halfway across the map. Making them scout the same way human players do wold cripple them too much. Maybe give the AIs enough scouting to find good spots within x tiles, which grows with time. That might allow them to be competitive, but not to beeline their starting settlers tiles to the good spot near your capitol.
