Pre-pick thoughts;

If I can get the number of city states increased to 12, I'm definitely taking Siam. But even if it stays at 9, which seems more likely, Siam seems like a solid choice anyway. For a start, the extra yields from CS will be very powerful if I can ally up with some. Secondly, with Camel Archers and Keshiks running round, the Narusean's Elephant should, in theory, help nullify the strength of those units. Finally, Wats are quite handy, and can be taken for free with Legalism. I haven't played as Siam in a long time, but I believe that as long as my first 4 cities all have Ampitheatres, I can take Legalism and as soon as I research Education I'll instantly have the Wats in every city.

Other options I'm giving some consideration to are China, Babylon and Iroquois, but I think Elephants are a better UU in the context of the current picks than Chu-Ko-Nus, there aren't any early rush civs to make Bowmen or Walls of Babylon particularly useful, and with 5 other civs a Mohawk rush probably leaves an Arabia or a Mongolia free to tear through me after my attack.

Extremely general pre-game plan...

Scout first, followed by monument. 2 scouts is tempting since I want to make the most of the CS as much as possible, which obviously entails finding them, but it's too risky to delay the monument given how important culture is in Civ5.

Social policy plan is along the lines of, liberty -> free settler -> free worker -> finish liberty, open Tradition (so I can take legalism when I'm ready), and then Patronage or Rationalism.

Tech wise, it'll be a matter of picking up writing and the worker techs needed to improve my luxuries, before beelining Construction for Composite Bows. After that, there'll be a focus on getting Education quickly for Wats. From memory, Education requires Civil Service as a Pre-Req, so the Pikes from that should help keep my from being too vulnerable to a Keshik or Camel Archer rush.

What makes a salt start good?

It's a Mining luxury, so it takes very little investment tech-wise to get started. Plus, the yields it gives are very good. +1 food +1 commerce on the tile from the start, and on top of that +1 food, +1 hammer when improved. So when I mine the riverside salt, it'll be a 3 food, 2 hammer, 2 commerce tile. An excellent all round tile that requires no buildings to improve.
