How does that super unit NOT have woody three? All those promos, and still leaving stack healer power less than max? Weed!

Was WIII part of Warlords?
I have finally decided to put down some cash and register a website. It is www.ruffhi.com. Now I remain free to move the hosting options without having to change the name of the site.

For a non-CHA civ, 1100 xp would be level 34 (33 promotions available, not counting freebies). For CHA, it would be level 38 (37 promos). The number of xp required is always (Number of Promotions Available) squared, plus one, except that CHA gets a 20% discount.
