Two short rules we're going to try.
No government changes. Remain in your Hive government for the
Combat Ships (any mission/function besides Transport/Colony/Outpost)
must be constructed with a minimum system engine speed of half
their max potential up until engine speeds exceed 3000, at which
point the minimum engine speed is set to 1500.
one is aimed at the HFOG loophole, while rule two is aimed at
the potential loopholes involving trading most of your system
engine speed for added long range weaponry.

you get the patch from the official site, you need to install
it manually by copying the new files to the applicable location.
Instructions are included in the readme that comes with the patch.
Alternatively, you can try Apolyton's patch
mod for Imperium One fixes a few key issues: tech pace, bugs with
difficulty levels, and also the Sitrep message priorities. Colin
the Gray supplied the files for the first two fixes, while Sirian
did the Sitrep fix. Players need to empty their mod folder of
any existing mods (they can be moved, as opposed to erased), then
install the Imperium mod files for IMP1.
Imperium One Mod
