Magnates
and Splinters Fix

Here
is a somewhat reasonable mod for population.txt. With these changes,
the magnate will be far less likely to start popping up free outposts
all over the place. When they do move, it will be to a green habitability,
green gravity world to them. Note that it will be much harder to
get your own population to move to non-green worlds for your race.
I like this balance as it makes green worlds much more valuable,
forcing you to be more picky in the early stage of the game.
The
reasons I did this mod are numerous. First, I like to be involved
in how my empire expands so I wanted to minimize the impact of magnates
and splinter colonies. Second, I like a clean and efficient empire
so I wanted to have the magnate move only to green-green worlds
if they did move. Third, I wanted to remove the luck factor for
multi player as the splinters and magnates have way too much weight
in your early development.
