In a MoO 1 setting you would probably need to remove all remaining movement points after you've been repulsed, or else you could just keep heading towards the target to drain the charges, which would be a pretty annoying behaviour. That, or modify charge consumption so that, for example, they consume a maximum of 1 charge per repulsed unit (regardless of how many times that unit has been repulsed) per turn, or something to that effect.
