Not allowed to openingly talk about concession (tech thread/pm's), might push people into thought processes/ect that they may or may not have been thinking/ect.

Also, we dont do "resigning" from a MP game. Generally someone takes up the task of logging in and moving stuff around for a dying civ. Resigning/converting to AI is a last-resort move.
