Attack spell and resist

Any kind of damage dealing spell,such as fire bolt, is offset by shields not resists?
I want to know difference of spell such as fire bolt and psionic blast,and magical ranged attack with offset system.

I found answer of my question.
But still one thing isn't clarified,doesn't Resistance work like shield at any situation?

Most spells (and some gaze/touch/breath attacks) check against the target's resistance to see if they resist it. Resistance does nothing against anything else.
