He's doing it again:

In the southeast the promoted tank is still in position but notably not fortified.  I move the embarked musket into the city to heal, one battleship heads for home, one stays here. 

Like I said before, I don't think the coastal campaign was a mistake - it's certainly hurt rho. But right now he needs to keep his battleships in a concentrated hammer, and go smash Geneva. He knows there's just a battleship and privateer up there to oppose him, but instead he's dispersing his fleet into little penny-packets. Very frustrating to watch on my end!

rho is keeping up even through he has a lot less cities.

I don't that will last long.
