Was I just scared of ghosts and I just needed to push on to settle it regardless?

I've lost my saves so I'm not sure. IIRC, I used that cows/wheat city to springboard to the gems, they chopped out the settler as soon as the two resources were improved. You can see we're down at 13gpt already which isn't great but I think you have to take the hit sometime. Generally I'd continue to push such high value food/hammer sites and recover once they're online. Math bulb could also be an option in those types of scenarios.
