Hard to say, in a vacuum it seems steep, but consider the later-era military policies that drastically scale up the production of certain units: http://www.gamecrate.com/sites/default/f...iew%20.jpg
It may be that enough small things make it work out. At the very least it seems a government with lots of military policies will be important for building up an army.

Notably, RPS review, which is very positive, also talks about diplomacy as the weakest area if the game in general (although sounds like it's less crazy than in Civ5, where everyone starts denouncing everyone in late game for no reason)

I hope the diplo balance isn't final. Frederick asked for a declaration of friendship a billion times which is just annoying spam. Then when Quill declared war on him (not a surprise war, a formal one) half the other civs declared on Quill and the other half denounced him, all for being too much of a warmonger. It sounds like the warmonger penalty for declaring war is too high.
It felt like Quill had a thousand options at most times and had to make hard choices. Production seemed low. So pursuing different strategies will really feel different.
So base civ 5 redux then?

Closer to Civ 5 than Civ 4 yes, but seems more fleshed out and balanced. Also fun.

Apparently capturing cities is a lot more like the Paradox games: you can capture the city and start using it that turn, but when you strike a peace deal with that civ, you have to include that city in the peace terms to keep it as the conqueror. Unless you eliminate them.

I mean, you have to have a valid Casus Belli to declare war with a minimum warmongering penalty. Straight up copy, but I think it's a good step.
