Settling on the gold was my first idea as well, but I think you're better off working it and just ceding the last floodplain to a different city.

I really did not expect anybody to scout the way Ljubljana just did. The good tiles are supposed to be around the edge and he ran straight to the desert center.

I can see how it came about though; he tried to do a classic circular scouting for inner ring cities, and while pasing over the hills got distracted first by the easier terrain and then the shinies.
Settling on the south dyes doesn't seem crazy to me at all:
![]() In all honesty that's a future economic bureaucap of wonders (with 12hpt as the minimum for its own infra), but with monuments cheap and riverside horses to work immediately that's fine enough for an early city.

Now, on the middle of the three dyes can be the same kind of calendar commerce monster. No horses, but I'd guess a valid investment for a 6th to 8th city? Or just skip it until calendar/IW (rush those) and settle some PH by the pig first, then NNW of banana. No chop means a slow start though, although he could just chop a monument from out of borders. SE of the corn looks like a good second city to split off a tile as needed and whip out some workers and settlers. Longer term it can grow some cottages, and then fade to a fishing village.
This locks you into claiming the eastern rice from either 2N or 1W, depending on the fog, but both of those are viable. How to settle the dyes depends a bit on how you claim the western plains, which again depends on the fog south of what's visible. I don't hate the idea of settling on stone, but I think it might invalidate some other city spots you'd rather have. 3W of the capital seems like a better early city, and then W again of the gems.
