And they had a chance, 1/3 of taking out a LiPing warrior and then walking into an empty capital, so it's actually their own fault for not taking that 1/3 shot, something that Broker talked about after the situation passed.
That seems reasonable. Especially since Korea had an early source of horses, and chariots are great for plundering strategic resources, they could have gone on the early offensive. I can't blame them for not doing so however, as they seemed to be genuinely hoping for good relations. They even had a reasonable expectation that relations could be peaceful with all that free land to Rome's east.
I suppose, however, that given all that free space to Rome's east, Whosit's insistence on settling west and being somewhat difficult in the negotiations could have been a tipoff to Whosit's hostile intentions (not to mention his civ choice).
