Splitting the empire makes Construction worthless since they could never effectively move Cats between cities, and Cats should not be decisive if they can only be used 1-2 at a time, given the size of the enemy stacks.
Or we might just get giant stack vs. giant stack at Chancell... if Jowy/Kathlete get tired of paying for troops in enemy territory.
