Even when the rest of the CoW DOES realize how Kathlete have positioned themselves, Whosit and Jowy would have to break their alliance to do anything about it. And they're the only ones who could pose a real threat. It's not like Dantski and Nakor will be able to attack Ottoman territory across the outer sea without horribly exposing themselves to counterattack. The Inca are probably in the best position to hurt Kathlete, but they've already got Whosit to the south thirsting for their blood.

Kathlete really have done exceptional diplomacy here.

Edit: Assuming, of course, that India doesn't survive in a position to deal with the Ottomans themselves.
