Speaker plays MP though so its somewhat surprising. However I wouldn't read into it too much given that Jowy is just there until someone rolls him over and there is no secret that India will eventually eat up Greece. He may have a few extra military techs but his economy isn't too great and he'll fall behind soon.

He gives his reasoning here about not being able to intervene on the Korean's behalf if Greece fights them:

I actually wouldn't have a problem agreeing to a NAP with him if he also agrees to a NAP with Korea. We don't want to sign a NAP with Greece and Ottomans, and then have our hands tied where they can go invade Korea while we sit idly by. That's the main reason why we don't want to sign one.

So not signing a NAP gives him the ability to keep the alliance between India and Korea secret. The alternative is proposing an NAP with a termination clause incase of war with Korea.

Also isn't it funny to see Jowy use the same argument for letting him live that Regorise + Darrelljs was? To be a buffer state:
