What are they supposed to say to Jowy? They don't want the NAP. There is no way to spin it, other than they'd like to keep their options open. It is quite frankly on Jowy at this point to justify why they should sign a long term NAP.

Like they asked Jowy, why should they sign a NAP? Jowy came back with "because otherwise I'll build up my army" - but really, as long as that army is ancient era units and will further kill Jowy's chances of economic recovery, that wasn't really the best incentive Jowy could give (as indeed Spullla pointed out in their thread).
Btw, I'm pretty sure AIs don't sign extended NAPs.
