I don't think there's anything wrong with that, especially since diplomacy is a very important part of these games.
In real life diplomacy you can't expect your enemy to agree when you tell them
"Surely, you must not ready your military in reaction to the letter I accidentally sent to you about our intentions to threaten your sovereignty, as that is cheating!"
