My guess is that they would think about it and the final decision would come down to, "do we want to continue this NAP and what tone do we want to set for future relations with that team". Kathlete really wants India to sign a NAP so he can at least start building up and getting back into the game. What he has actually done, is piss India off and cut roads and improvements that won't make any difference if there was a war.
