Firstly, there was never a serious question of there being a punishment for teh gifting as Nakor acted in an open and honest way and played it by the book in diffusing the situation.
You have stated the problem with what Spullla did yourself, it is (unfortunately imo) not against the rules and thus cannot be punished. Punishing people retroactively is not really feasible.
I would take a deep breath and relax Jowy, its not double standards or anything of the sort, its just a bit of a grey area.
