Oh, I agree - almost certainly it was just that Sullla didn't remember that particular bit of the rule. But it's not really relevant IMO. The rule's the rule, and it was broken.
Edit: Ugh. Speaker, that is SO not helpful or productive. If he didn't like the rule, he should have complained when Krill instated it. And the bits he's complaining about are unrelated to the issue at hand!
