Athlete did not get the slave in time.
Speaker's point is that Athlete would not have gotten the slave anyway. Speaker thought Athlete was not allowed to slave. That thought was incorrect. But Speaker could have denied Athlete the chance to slave anyway by playing at the last minute on the clock. Speaker is arguing against the rule, not against this particular situation.
Sullla did move units when he was not allowed to by rule (with under 2:00 left after having started to move with 4:00 left). But no harm was done there since Athlete didn't log in in the interim anyway.
Despite the arguing, what happened was what should have happened anyway. I think a reload would hurt and confuse the game more than it's worth now.
