I put in the 2-for-1 policy to get 2 envoys in Geneva. I also slot Serfdom and Veterancy. I leave Limes in while the walls finish on my holdings in the northeast. I will change policies again 2 turns for more money and ship building.

Suboptimal's galley poking around Gondor and Osgiliath has disappeared. He might be just in the fog or trying to hide for an opportunity to pillage me. He better be careful, he is going to get trapped. Once I can place a Cothon at La Venta (2 turns) that way will be blocked and not sure how long the eastern path is going to be open. My Caravel in the northern sea has come across one of his cities. My other caravel is still travelling south along the eastern coast. The landmass seems to be weighted more in the southern hemisphere.
