I'm not too sure if it scales with game speed, or if Krill decided a different number was fairer.
But every mention I've seen of the tile culture mechanics is multiples of 20. For example a 3 radius city the city tile is 60+cpt, the first ring is 40+cpt, second is 20+cpt and third is simply cpt.
One of the reasons why it is so hard to flip a city which is producing cpt. Eventually the centre tile gets up to ludicrous speed.

check out globalDefinesAlt.xml
the tag you're looking for is CITY_FREE_CULTURE_GROWTH_FACTOR.
If there's no globalDefinesAlt.xml, then it's using the defaults.

its 20% on this map for first pop, 40% on second.
have to thinka bout it, but if he does have a library (damn, didn't see it) I think I'd rather attack w/ 7 before the bonuses hit than 9 after they do.

Borders popped. >_> I think we might lose our window to 1 turn attack. Have to reevaluate. I didn't bother moving the axe because it doesn't matter anymore.
I guess now the question is do we even attack?

we lost the border? what is the percentage? sometimes the borders pop quickly due to reaching level 2 culture, and then recede again

We still own it for now, but its already like 43% azza now. Jumped from 22%.

the biggest problem now with back off the war is that our army is killing our economy, and we need to do something with it.
my gut says: if we still control the borders when we have the 9 axes in position, we attack. If we don't, we may have to wait for catapults.

if we end up doing the latter, we need to stop building military, outside of horse archers in maths.

I actually think we just go for it anyway. Just land next to the city out of the fog. It has the same effect as the 1T road.

how so? he'll have a turn to rush reinforcements in and whip.
anyway, if we control 57% this turn, we'll be able to calculate how long we'll control the borders by the percentage we control next turn.
