Axe is OK but why would he want to whip a Monument AND land Buddhism there? He will expand borders in 2 turns, no way to one-turn it. But I still can try to make a two-turn attack. Will need to play last for this to work, though...

...and this is getting ridiculous. It looks like NobleGaspar want to play after me. Really, don't know what I'm supposed to do in this situation, as it is pretty important for me to be second in the turnorder. Any advice from the lurkers? How a conflict of this type can be resolved?

PM is a good idea but what should I write in this PM? "Guys, I'm going to attack you in a few turns, can you give me a second half of the timer, please?"
I'm not sure but I think they were last for a couple of turns. Does this mean that I should give up an opportunity to snipe their city? It doesn't really seem fair...

If you've been maintaining a turn order with you playing after them, its fine to wait until they've played their turn so you can preserve that order.
If it seems like they're holding the turn to play after you, I don't have as good of an answer. Maybe something along the lines of, "to keep things simple, I like to always maintain a turn order with my neighbors..."

I decided that I should just take the first half. I really can't think of any reason why I should have an advantage here. And they can at least argue that they are already playing last. Also, our units are in a close proximity now (they moved their axe towards my warrior), so it can be argued that we are already should observe double-move rules. And they definitely were last to play previous turn. This is really, really unfortunate as it is quite possible that we will be locked in this order for the rest of the game.

That's what our situation looks like. He has an axe and a worker on pigs. Another worker has just been completed in a city, whipped for two pop. He should get a large overflow from this and I think he will put it in something like skirmisher. So, my attack on the city wasn't going to be successful anyway, as I predicted. On the bright side, next turn I will most surely kill his axe and take his worker: on a hill 1SW from sheep I have 2 chariots and 2 workers and this hill is roaded. After that I plan to back off and to look for his third city which should be to the east of his capital (I scouted to the west and to the south). I expect him to be reinforcing his holy city at the expense of his other holdings.

Captured not one but two workers. A chariot which did it still has 2.7 health which means pretty good chances against a warrior in case Gaspar would want to counter-attack. As no unit has appeared in Plame Affair, I decided to take a little risk and threaten the city with the second chariot instead of covering the first one. I mean, what if he has put his overflow into another worker? He will be pretty screwed now, if so.

It looks like Gaspar whipped this city during his turn, so he had a unit in the queue after all.
